UK central government procurement is entering a more accountable phase for social value. Under PPN 002, contracting authorities report social value delivery to Cabinet Office using Standard Reporting Metrics. Under the Procurement Act 2023, social value KPIs must be published and assessed. PPN 026 promises increased scrutiny. The data your suppliers send you will become part of your public record.
But the quality of that data depends entirely on a diverse supply chain, each supplier using their own tools, their own interpretation of framework requirements, and their own level of rigour. Most departments have no systematic way to check whether supplier data meets the standard before it reaches a published report.
